Annual Meeting and Board Elections Cancelled Until Further Notice
We regret to inform property owners that the 2025 Annual Meeting and Board Elections have been cancelled by three board members until further notice. This decision was made in response to a recent vote by board members Kelle Rahm, Kelly Harrell, and Phil Canaday to initiate a recall election against Jerry Sullivan and Charlene O'Brien—two board members who have consistently advocated for transparency, legal compliance, and responsible governance in our association. The motivation behind this recall appears to be more personal than procedural. Jerry and Charlene have been outspoken about the importance of following Texas Property Code and ensuring that the board operates within its legal authority. Rather than respond with openness and accountability, Kelle, Kelly, and Phil have chosen to target their critics through a recall effort that seems more punitive than justified.
This recall decision has created significant disruption, which is how this terrible trio is justifying the cancellation of the annual meeting. Most concerning is what happened the last time the annual meeting was delayed—Kelle and Kelly took it upon themselves to change the whole legal structure of the association without property owner authorization, and then hid those actions from property owners, current board members, and oncoming board members. This patterns of unilateral decision-making and lack of transparency have deeply eroded trust. Even now, the recall election is being managed solely by the secretary—Kelly Harrell—who previously mishandled ballots and allowed a non-board member to access and fold printed email votes.
There are no alternative methods provided to return ballots besides snail mail, and the return envelopes visibly identify who cast the vote, raising serious privacy and integrity concerns. While we await clarity on when and how the annual meeting and general election can proceed fairly, we encourage all property owners to stay engaged. Keep informed, document your concerns, and continue supporting efforts that prioritize legal compliance, fairness, and transparency.
